When it comes to civ, waiting 2-3 years after release is what I find to be the best, its like 6 years between each game so you get a good 3-5 years before the next one comes out and you get it at a reduced price with all the content so you don't have to worry about getting an incomplete game or one with bugs/unbalancedness.
